ICPC probe ex-Lawmaker Ndudi Elumelu over alleged diversion of gov’t property

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) is reportedly investigating Hon. Ndudi Elumelu, a former lawmaker who represented the Aniocha and Oshimili Federal Constituency in the House of Representatives, over allegations of diverting government property for personal use.

Sources reveal that the probe centers on constituency projects Elumelu allegedly facilitated while serving as Minority Leader of the House but converted for private purposes. One such project, the Asaba Massacre Monument Center, was tracked under the ICPC’s Constituency and Executive Projects Tracking Initiative (CEPTI).

The anti-graft agency has sealed Elumelu’s multi-million-naira office building in Asaba, Delta State, which it claims was originally a constituency project executed by the Federal Cooperative College, Oji River, Enugu State.

In a statement, ICPC spokesperson Demola Bakare confirmed the development:

> “A project facilitated by Hon. Ndudi Elumelu and executed by the Federal Cooperative College Oji River was tracked under CEPTI phase 7. The project, tagged Asaba Massacre Monument, has not been handed over to the government after completion. This necessitates further investigation.”

Elumelu has yet to respond to inquiries about the allegations.

This investigation is part of a broader ICPC initiative, which in 2024 recovered over ₦30 billion in diverted funds meant for constituency projects. The recovered funds were reportedly listed in the national budget but were misappropriated by some lawmakers.

Background on Elumelu
Elumelu, first elected to the House of Representatives in 2007, served two terms and held key positions, including Chairman of the House Committee on Power and Health.

He lost his seat in 2015 after an unsuccessful bid for the Delta State governorship. Returning in 2019, he served as Minority Leader until he lost his re-election bid in 2023 to Labour Party candidate Ngozi Okolie.
